Default ANY dialect question:

Either initialization or shutting down in progress

I was working on an application which used oracle at back end. suddenly power went off and when i restarted the system, i am not able to access oracle database. whereever is try to open the database it is giving the Message that "Either Initialization or shutting down in progress". Pls help me out how to recover the data without reinstalling the oracle.
